LOS ANGELES (AP) ? Councilman Eric Garcetti, who jammed with pop star Moby and fashioned himself as a voice for a new generation of city leaders, has opened a growing lead in the race for Los Angeles mayor with the pool of uncounted ballots steadily shrinking.
Garcetti, 42, who made a mark helping resuscitate neighborhoods from the gritty edge of downtown to Hollywood, held a 53 percent to 46 percent margin over city Controller Wendy Greuel, with about 60 percent of the precincts reporting and tens of thousands of mail-in ballots tallied. Both are Democrats.
Garcetti was upbeat in a speech to cheering supporters in Hollywood.
"We have sent a message tonight, and that message is that Los Angeles is ready to put the recession in the rear view mirror and become the city of opportunity that I grew up in once again," he said.
Greuel sounded guarded as votes were being counted, telling supporters that "no one said it was going to be easy or quick.
"When you're playing in the championship of LA politics, sometimes the game goes into overtime," she said.
The winner will replace two-term Mayor Antonio Villaraigosa, who exits July 1.
Garcetti shares a Latino heritage with the outgoing mayor ? he has Italian and Mexican roots from his father ? but he has a far different resume than Villaraigosa, the product of a broken home from the tough streets east of downtown.
Garcetti is the son of a former district attorney who grew up in the San Fernando Valley's tony Encino enclave, attended Columbia University and enjoys playing jazz piano.
Despite record spending, turnout at polls appeared sluggish after a campaign that centered on the city's ailing economy and the influence of municipal unions. Only one of four voters in the nation's second-most populous city were projected to cast a ballot, possibly a historic low in a city known to shrug at local politics.
Garcetti, who could become the city's first elected Jewish mayor, and Greuel, 51, who could become the first woman to hold the job, occupy so much of the same policy turf they've been dubbed "Greucetti."
A steady stream of negative advertising from the campaigns and outside groups has helped obscure the candidates' promises about free-flowing traffic, new jobs and better schools in coming years.
Voters also were judging three competing ballot proposals to manage the city's proliferation of pot shops, forcing residents to weigh the needs of the sick against complaints about crime around the dispensaries.
While some cities successfully managed pot collectives, Los Angeles fumbled and dispensaries sprouted across the city. Proposition D would cap the number at 135 ? the total that opened prior to 2007 ? and raise taxes slightly; Proposition E would cap the number at the same level but raise no new taxes; Proposition F wouldn't limit the number of pot shops but would put stringent controls such as audits and background checks on employees while also raising taxes.
The proposition with the most votes wins ? if it collects a majority. If none of the measures receives more than 50 percent of the vote, the issue could bounce back to the City Council.
Greuel and Garcetti emerged from a March primary in which no candidate secured the majority needed to win outright, leading to Tuesday's runoff. Only about two in 10 voters went to the polls in that race.
The mayoral contest has seen record spending ? over $30 million overall ? and the outcome was expected to swing on appeal with key voting groups, including blacks and Latinos and turnout in the Valley, South Los Angeles and other battleground neighborhoods.
On Monday, Greuel sent off a final round of recorded endorsements from former President Bill Clinton, in whose administration she once worked, while Garcetti was on campaign stops arguing a simple point to mostly indifferent residents: The election matters.
While Garcetti could become the first Jewish man elected mayor, he would not be the first Jew to hold the job. Bernard Cohn was mayor briefly in 1878, after being appointed to fill a vacancy.
Voter Angela Beltran, a nonprofit research analyst, said her choice was not a gender issue.
"It was more a matter of who has done a lot of the work in the community and in the city," she said. "I've just seen Eric Garcetti really flourish and grow here in Los Angeles."
The lack of public interest ran counter to what's at stake. A key issue has been the city's shaky $7.7 billion budget and the prospect of living with less. Spending is projected to outpace revenue for years, and rising pension and retiree health care bills threaten money that could otherwise go to libraries, tree-trimming and street repairs. Villaraigosa urged his successor to try to block a 5.5 percent pay increase for civilian employees.
With so much common ground on policy, the race became a duel over character issues as well as a referendum on who was closer to politically powerful municipal unions often criticized for landing generous raises and benefits.
Garcetti's commercials labeled Greuel "DWP's mayor," a reference to the Department of Water and Power, whose workers financed ads to help install her at City Hall.
Greuel's attack ads hit Garcetti for a fundraiser organized by a developer who she says once served prison time for fraud.

MEIKHTILA, Myanmar (AP) ? A Myanmar court sentenced seven Muslims to prison ? one of them to a life term ? in the killing of a Buddhist monk amid deadly sectarian violence that was overwhelmingly directed against minority Muslims but has produced no serious charges against the members of the country's Buddhist majority.
At least 44 people were killed and 12,000 displaced, most of them Muslim, in more than a week of conflicts with Buddhists that began March 20 in the central Myanmar city of Meikhtila. A dispute at a Muslim-owned gold shop triggered rioting by Buddhists and retaliation by their Muslim targets, and the lynching of the monk after the gold shop was sacked enflamed passions, leading to large-scale violence.
While the violence is now contained, questions are arising over whether minority Muslims can find justice in overwhelmingly Buddhist Myanmar. Hundreds more Muslims have been killed, and tens of thousands have been made homeless, in violence across the country over the past year.
The issue of ethnic strife marred this week's Washington trip by President Thein Sein, which was otherwise filled with praise for the first leader of Myanmar to visit the White House in 47 years.
President Barack Obama praised Thein Sein on Monday for his efforts to lead his country back on the path to democracy, but also said he expressed concern to his counterpart about violence against Muslims in the country. "The displacement of people, the violence directed toward them needs to stop," he said.
Thein Than Oo, a lawyer defending the men sentenced Tuesday, said one of his clients, Myat Ko Ko, was given life in prison for murder. Myat Ko Ko was also sentenced to an additional two years for unlawful assembly and two for religious disrespect.
Of the remaining defendants, one received a two-year sentence while the others received terms ranging from six to 28 years. Four of them, including a minor tried in a separate court, were convicted of charges including abetting murder. Two were convicted only on lesser counts. Mandalay Advocate General Ye Aung Myint confirmed the sentences.
The lynching of the Buddhist monk enflamed passions in Meikhtila, especially after photos circulated widely on social media of what was purported to be his body after he was pulled off a motorbike, attacked and burned. Entire Muslim neighborhoods were engulfed in flames, and charred bodies piled in the roads.
The government declared a state of emergency and deployed the army to restore order, but the unrest later spread to other parts of central Myanmar.
In parliament in Monday, Religious Affairs Minister Hsan Hsint gave the official figures for casualties and damage from March 20 to 28: 44 people killed, 90 injured, 1,818 houses, 27 mosques and 14 Islamic schools destroyed. He said 143 people were arrested in connection with the violence, out of which 47 have been formally charged. Parliament on Tuesday formally approved the state of emergency.
The gold shop owner and two employees, all Muslims, were sentenced in April to 14 years in prison each on charges of theft and causing grievous bodily harm.
Hsan Hsint did not break down arrests and charges by religion, but no major cases involving Buddhist suspects have been announced.
Asked why only Muslims have been charged in Meikhtila, Ye Aung Myint, the advocate general, said the courts were starting with the initial incidents that triggered the violence, and those involved in later incidents would be charged subsequently.
"There is no discrimination in bringing justice. We dealt with the first two cases and 11 more cases involving Buddhists will be dealt with very soon," he said, adding that about 70 people will face charges for murder, arson and looting.
Thein Sein's administration, which came to power in 2011 after half a century of military rule, has been heavily criticized for not doing enough to protect Muslims or stop the violence from spreading since it began with clashes between ethnic Rakhine Buddhists and Muslim Rohingya in western Myanmar last year. Mobs of Buddhists armed with machetes have razed thousands of Muslim homes, leaving hundreds dead and forcing 125,000 people, mostly Muslims, to flee.
In a speech Monday at a university in Washington, Thein Sein vowed to ensure an end to the violence and justice for the perpetrators. He also called for a new era in U.S.-Myanmar relations.
Rights groups have criticized Thein Sein's U.S. visit, saying human rights injustices are still rampant in Myanmar despite progress made in freeing political prisoners, and in granting more freedom to political opponents and the media, among other changes.
U.S.-based Physicians for Human Rights released a report Monday detailing a gruesome massacre carried out by Buddhist mobs who hunted down and killed at least 24 Muslim students and teachers from an Islamic school as Meikhtila descended into anarchy in March. The report, based on interviews with survivors, accuses state authorities and police of standing idly by while the killings were carried out.
Richard Sollom, the report's lead author, called for Thein Sein to support an independent investigation into the killings and speak out more forcefully against anti-Muslim violence.
The violence has tarnished the image not only of Thein Sein but of opposition leader Aung San Suu Kyi. The Nobel Peace laureate has been criticized for failing to speak out strongly in defense of the country's Muslims despite her long commitment to human rights.

May 22, 2013 ? In a series of lab experiments designed to unravel the workings of a key enzyme widely considered a possible trigger of rheumatoid arthritis, researchers at Johns Hopkins have found that in the most severe cases of the disease, the immune system makes a unique subset of antibodies that have a disease-promoting role.
Reporting in the journal Science Translational Medicine online May 22, the Johns Hopkins team describes how it found the novel antibodies to peptidylarginine deiminase 4, or PAD4, in blood samples from people with aggressive inflammation and connective tissue damage.
Researchers say the presence of so-called PAD3/PAD4 cross-reactive autoantibodies could serve as the basis for the first antibody-specific diagnostic test to distinguish those with severe rheumatoid arthritis from those with less aggressive forms of the disease.
"Identifying early on a subset of patients with severe rheumatoid arthritis could benefit their health, as these patients could start aggressive drug therapy immediately and find the most effective treatment option," says senior study investigator Antony Rosen, M.D. Rosen, director of rheumatology and the Mary Betty Stevens Professor at the Johns Hopkins University School of Medicine, says that a third, or 1 million of the more than 3 million Americans -- mostly women -- estimated to have rheumatoid arthritis have an aggressive form of the disease.
In the study, the antibodies were present -- in 18 percent of 44 fluid samples from one research collection and in 12 percent of another collection of 194 -- but only in people with severe cases of rheumatoid arthritis. Past research shows that those with the most aggressive disease are less likely to respond to anti-inflammatory treatments with steroids and other drugs.
An examination of patients' medical records revealed that 80 percent of patients with the antibody saw their disease worsen over the previous year, while only 53 percent without the antibody showed disease progression. In comparing average scores of disease-damaged joints, researchers found that those with the antibody had an average deterioration in joints and bones by a score of 49. Those without the antibody had an average degradation in their score of 7.5, indicating much milder disease.
In a related finding, the Johns Hopkins team also uncovered how the PAD3/PAD4 cross-reactive auto-antibodies might contribute to more severe, erosive disease in rheumatoid arthritis. The team performed a series of experiments to gauge the antibodies' effects on PAD4 in response to varying cell levels of calcium, on which PAD enzymes depend.
Lab experiments showed that the antibodies greatly increase PAD4 enzyme function at the low levels of calcium normally present in human cells. Results showed that PAD4 activity was 500 times greater in the presence of antibodies than when they were absent. Tests of the antibody and enzymes' chemical structures later showed that the antibodies bind to PAD4 in the same region as calcium, suggesting to researchers that the antibodies might be substituting for calcium in activating the enzyme.
According to Rosen, the series of experiments, which took two years to complete, represents the first evidence of an antibody having a direct role in generating the targets of the immune response, or auto-antigens, in rheumatoid arthritis.
"Our results suggest that drugs inhibiting the PAD4 enzyme may have real benefit in patients with severe rheumatoid arthritis and represent an important field of study for investigating new and alternative treatments," says lead study investigator and biologist Erika Darrah, Ph.D.
Darrah says the team next plans long-term monitoring of arthritis sufferers to find out when the antibody first appears in the blood, and when intervention may have maximum impact in preventing or stalling disease progression. The team also plans further experiments to see if the antibody is taking control of the chemical pathways normally used by other cell proteins to control PAD4 sensitivity to calcium.

May 20, 2013 ? Future teams of subterranean search and rescue robots may owe their success to the lowly fire ant, a much-despised insect whose painful bites and extensive networks of underground tunnels are all-too-familiar to people living in the southern United States.
By studying fire ants in the laboratory using video tracking equipment and X-ray computed tomography, researchers have uncovered fundamental principles of locomotion that robot teams could one day use to travel quickly and easily through underground tunnels. Among the principles is building tunnel environments that assist in moving around by limiting slips and falls, and by reducing the need for complex neural processing.
Among the study's surprises was the first observation that ants in confined spaces use their antennae for locomotion as well as for sensing the environment.
"Our hypothesis is that the ants are creating their environment in just the right way to allow them to move up and down rapidly with a minimal amount of neural control," said Dan Goldman, an associate professor in the School of Physics at the Georgia Institute of Technology, and one of the paper's co-authors. "The environment allows the ants to make missteps and not suffer for them. These ants can teach us some remarkably effective tricks for maneuvering in subterranean environments."
The research was scheduled to be reported May 20 in the early online edition of the journal Proceedings of the National Academy of Sciences. The work was sponsored by the National Science Foundation's Physics of Living Systems program.
In a series of studies carried out by graduate research assistant Nick Gravish, groups of fire ants (Solenopsis invicta) were placed into tubes of soil and allowed to dig tunnels for 20 hours. To simulate a range of environmental conditions, Gravish and postdoctoral fellow Daria Monaenkova varied the size of the soil particles from 50 microns on up to 600 microns, and also altered the moisture content from 1 to 20 percent.
While the particle size and moisture content did produce changes in the volume of tunnels produced and the depth that the ants dug, the diameters of the tunnels remained constant -- and comparable to the length of the creatures' own bodies: about 3.5 millimeters.
"Independent of whether the soil particles were as large as the animals' heads or whether they were fine powder, or whether the soil was damp or contained very little moisture, the tunnel size was always the same within a tight range," said Goldman. "The size of the tunnels appears to be a design principle used by the ants, something that they were controlling for."
Gravish believes such a scaling effect allows the ants to make best use of their antennae, limbs and body to rapidly ascend and descend in the tunnels by interacting with the walls and limiting the range of possible missteps.
"In these subterranean environments where their leg motions are certainly hindered, we see that the speeds at which these ants can run are the same," he said. "The tunnel size seems to have little, if any, effect on locomotion as defined by speed."
The researchers used X-ray computed tomography to study tunnels the ants built in the test chambers, gathering 168 observations. They also used video tracking equipment to collect data on ants moving through tunnels made between two clear plates -- much like "ant farms" sold for children -- and through a maze of glass tubes of differing diameters.
The maze was mounted on an air piston which could periodically be fired, dropping the maze with a force of as much as 27 times that of gravity. The sudden movement caused about half of the ants in the tubes to lose their footing and begin to fall. That led to one of the study's most surprising findings: the creatures used their antennae to help grab onto the tube walls as they fell.
"A lot of us who have studied social insects for a long time have never seen antennae used in that way," said Michael Goodisman, a professor in the Georgia Tech School of Biology and one of the paper's other co-authors. "It's incredible that they catch themselves with their antennae. This is an adaptive behavior that we never would have expected."
By analyzing ants falling in the glass tubes, the researchers determined that the tube diameter played a key role in whether the animals could arrest their fall.
In future studies, the researchers plan to explore how the ants excavate their tunnel networks, which involves moving massive amounts of soil. That soil is the source of the large mounds for which fire ants are known.
While the research focused on understanding the principles behind how ants move in confined spaces, the results could have implications for future teams of small robots.
"The problems that the ants face are the same kinds of problems that a digging robot working in a confined space would potentially face -- the need for rapid movement, stability and safety -- all with limited sensing and brain power," said Goodisman. "If we want to build machines that dig, we can build in controls like these ants have."
Why use fire ants for studying underground locomotion?
"These animals dig virtually non-stop, and they are good, repeatable study subjects," Goodisman explained. "And they are very convenient for us to study. We can go outside the laboratory door and collect them virtually anywhere."

DES MOINES, Iowa (AP) ? It's all about the odds, and one lone ticket in Florida has beaten them all by matching each of the numbers drawn for the highest Powerball jackpot in history at an estimated $590.5 million, lottery officials said Sunday.
The single winner was sold at a supermarket in Zephyrhills, Fla., according to Florida Lottery executive Cindy O'Connell. She told The Associated Press by telephone that more details would be released later.
"This would be the sixth Florida Powerball winner and right now, it's the sole winner of the largest ever Powerball jackpot," O'Connell told AP. "We're delighted right now that we have the sole winner."
She said Florida has had more Powerball winners than any other state.
The winner was not immediately identified publicly and O'Connell did not give any indication just hours after Saturday's drawing whether anyone had already stepped forward with that winning ticket.
With four out of every five possible combinations of Powerball numbers in play, lottery executives said earlier that someone was almost certain to win the game's highest jackpot, a windfall of hundreds of millions of dollars ? and that's after taxes.
Saturday night's winning numbers were 10, 13, 14, 22 and 52, with a Powerball of 11.
Estimates had earlier put the jackpot at around $600 million. But Powerball's online site said Sunday that the jackpot had reached an estimated $590.5 million.
Terry Rich, CEO of the Iowa Lottery, initially confirmed that one Florida winning ticket had been sold. He told AP that following the Florida winner, the Powerball grand prize was being reset at an estimated jackpot of $40 million, or about $25.1 million cash value.
The chances of winning the prize were astronomically low: 1 in 175.2 million. That's how many different ways you can combine the numbers when you play. But lottery officials estimated that about 80 percent of those possible combinations had been purchased recently.
While the odds are low for any one individual or individuals, O'Connell said, the chance that one hits paydirt is what makes Powerball an "exciting game to play."
"There is just the chance that you will have the opportunity and Florida is a huge Powerball state. We have had more winners than any other state that participates in Powerball."
Such longshot odds didn't deter people across Powerball-playing states ? 43 plus Washington, D.C., and the U.S. Virgin Islands ? from lining up at gas stations and convenience stores Saturday for their chance at striking it filthy rich.
Calls by AP to the Publix supermarket outlet in Florida where the winning ticket was sold were not answered Sunday.
Elsewhere, Rich said, lottery officials reported 33 winning tickets for a $1,000,000 prize each were sold around 17 states, led by six tickets in New York. He said lotteries reported 2 winning tickets each for the $2,000,000 PowerPlay, one in New York and the other in South Carolina.
Before the drawing, there was a rush for tickets around the country.
At a mini market in the heart of Los Angeles' Chinatown, employees broke the steady stream of customers into two lines: One for Powerball ticket buyers and one for everybody else. Some people appeared to be looking for a little karma.
"We've had two winners over $10 million here over the years, so people in the neighborhood think this is the lucky store," employee Gordon Chan said as he replenished a stack of lottery tickets on a counter.
The world's largest jackpot was a $656 million Mega Millions jackpot in March 2012. If $600 million, the jackpot would currently include a $376.9 million cash option.
Clyde Barrow, a public policy professor at the University of Massachusetts-Dartmouth, specializes in the gaming industry. He said one of the key factors behind the ticket-buying frenzy is the size of the jackpot ? people are interested in the easy investment.
"Even though the odds are very low, the investment is very small," he said. "Two dollars gets you a chance."
That may be why Ed McCuen has a Powerball habit that's as regular as clockwork. The 57-year-old electrical contractor from Savannah, Ga., buys one ticket a week, regardless of the possible loot. It's a habit he didn't alter Saturday.
"You've got one shot in a gazillion or whatever," McCuen said, tucking his ticket in his pocket as he left a local convenience store. "You can't win unless you buy a ticket. But whether you buy one or 10 or 20, it's insignificant."
Seema Sharma doesn't seem to think so. The newsstand employee in Manhattan's Penn Station purchased $80 worth of tickets for herself. She also was selling tickets all morning at a steady pace, instructing buyers where to stand if they wanted machine-picked tickets or to choose their own numbers.
"I work very hard ? too hard ? and I want to get the money so I can finally relax," she said. "You never know."
