JERUSALEM (Reuters) - Israeli forces fired into Syria on Sunday in what the military called a warning, after stray munitions from fighting between Syrian troops and rebels hit the Israeli-occupied Golan Heights.
The incident, described by Israel Radio as the first direct engagement of the Syrian military on the Golan since the countries' 1973 war, highlighted international fears that Syria's civil war could ignite wider regional conflict.
An Israeli security source said the military fired in the direction of a Syrian army mortar crew that had launched a shell which overshot the Golan disengagement fence on Sunday, exploding near a Jewish settlement without causing casualties.
In a statement, the Israeli military said soldiers had "fired warning shots towards Syrian areas".
"The IDF (Israel Defence Force) has filed a complaint through the UN forces operating in the area, stating that fire emanating from Syria into Israel will not be tolerated and shall be responded to with severity," the statement said.
There was no immediate comment from the 1,000-man United Nations Disengagement Observer Force which patrols the area.
Spillover violence this month from Syria onto the Golan has jangled the nerves of Israelis worried that the once-quiet front will add to threats facing the Jewish state from Islamic militants in neighboring Lebanon, Gaza and Egypt's Sinai.
There have been similar worries in Turkey, Jordan and Lebanon about incidents on their own borders with Syria, where forces loyal to President Bashar al-Assad have been battling rebels for 19 months.
"WE WILL RESPOND"
Interviewed by Israel's Army Radio earlier on Sunday, Defence Minister Ehud Barak was asked about public warnings he and another senior official issued to Assad last week to rein in Syrian sweeps against rebels near the Golan.
"The message has certainly been relayed. To tell you confidently that no shell will fall? I cannot. If a shell falls, we will respond," Barak said, without elaborating.
Prime Minister Benjamin Netanyahu, also speaking before Sunday's mortar strike on the Golan, told his cabinet that Israel was "closely following what is happening on our border with Syria .. and (is) prepared for any development".
Israel captured the Golan in the 1967 Middle East war and annexed the strategic plateau in 1981, a move not recognized internationally. In all past peace talks with Israel, Syria has insisted on the Golan's return.
The two countries signed a disengagement agreement in 1974, a year after another Arab-Israeli conflict, and though they are still technically at war the Golan had been mostly quiet since.
Another Syrian mortar bomb, one of a salvo, struck a Golan settlement on Thursday but did not explode. Separately, Israel complained to the United Nations this month after three Syrian tanks entered the Golan demilitarized zone, and said one of its army jeeps had been hit by Syrian gunfire. No one was hurt.
Israel has tried to stay out of the insurgency next door, reluctant to be drawn into another war and unclear about whether a post-Assad Syria might prove more hostile.
But Barak has said he hopes the rebels will win, Assad will fall and "a new stage in the life of Syria will begin".
Israel's military chief, Lieutenant-General Benny Gantz, warned troops on the Golan Heights a week ago: "This is a Syrian issue that could become our issue."

A 4.3-magnitude earthquake struck eight miles west of Whitesburg, Ky., early Saturday afternoon, the U.S. Geological Survey reported.
The epicenter of the shallow, light earthquake was 0.7 miles deep under?the Appalachian Mountains town of Blackey,?near the Virginia border,?the agency said.
There were no immediate reports of damage in the eastern Kentucky area.
The tremor was felt?from Cincinnati, Ohio, to Atlanta, Ga.,?USGS geophysicist Paul Caruso in Denver?told NBC News.
"Normally, we don't expect major damage with this kind of intensity," but it's "not out of the question" that there could be some -- usually, major damage is expected when magnitude is 5.5 or higher, Caruso said.
Whitesburg police told NBC News they were?still assessing the quake but?there was no immediate visible damage.
The Letcher County Sheriff's office said it was still assessing the quake but had no reports of damage or deaths.?
Whitesburg Fire Department officials said they received reports?of buildings shaking.
Nick Howell, at Parkway Inn Hotel in Whitesburg told NBC News he felt light jolts but nothing serious.?There was no visible damage outside, he said.?
Most Kentucky temblors historically have?occurred in the western portion of the state, near the New Madrid seismic zone, the USGS says.

Stuffed Avocados
Ingredients:
2 tablespoons Red Onions, finely chopped 1/4 tablespoons seedless Cucumber, peeled & diced 1/4 cup Grape Tomatoes, diced 3 tablespoons Green Bell Pepper, diced 3 tablespoons Kalamata Olives 1 Garlic Clove, finely chopped 1 teaspoon Anaheim Pepper, seeded & finely minced (optional) 1/2 cup freshly squeezed Lime Juice (to prevent browning & for topping) 2 Avocados, peeled, halved, pitted and rubbed with lime juice 1/4 cup of fresh Cilantro, or Parsley finely chopped (for topping) 1 Head Romaine Lettuce leaves, washed
Combine chopped red onion, cucumber, diced grape tomatoes, bell pepper, kalamata olives, garlic, Anaheim pepper and lime juice. Rub avocado with the remaining lime juice. Top avocado halves with the mixed ingredients, squeeze a little lime juice on each, then sprinkle with fresh cilantro (or)?parsley and for nice added flavor?add freshly ground lemon pepper. Place filled avocado halves on your romaine lettuce?lined bowl or plate and serve.
American Suzuki Motor Corp. filed for Chapter 11 bankruptcy protection Monday night. The company will discontinue automotive sales and focus solely on motorcycles and ATVs.
Based in California, the manufacturer was the sole distributor of Suzuki vehicles in the U.S., The New York Times reports. Slow automobile sales and unfavorable exchange rates discouraged further investment in the U.S. car industry, although the decisions of the American arm of the company will not change the parent company, Suzuki of Japan.
?The most important thing for you to know is that we intend to continue to operate our Motorcycles/ATV and Marine businesses as usual,? Suzuki chairman Takashi Iwatsuki wrote to customers, as quoted by Cycle News. ?We remain very proud of our high-quality motorcycles, ATV and marine products, and we will continue to bring to the U.S. market more of the products that you have come to know and expect.?
Even with the shift, Suzuki plans to continue to uphold its motorsports presence in the U.S., and it will likely remain one of the top providers of ATV riding gear and motorcycle gear. Both car and motorcycle consumers will also still receive customer support, the news source reports.

Superstorm Sandy left a lot of damage in its wake, and now, it's touching down on "Sesame Street" Friday. The show's hurricane special, "Sesame Street Gets Through a Storm," which first aired in September 2001 as a five-part series, and again in 2005 after Hurricane Katrina, is returning to help educate children.

In an interview with Entertainment Weekly, "Sesame Street's" supervising producer Nadine Zylstra said that the hurricane special "was designed to stand alone as a piece."?
"When the show had originally been written, it wasn't intended to go after a devastating disaster," she added. Zylstra also noted that it was a preparation tool.
" 'Sesame Street' is based on a whole child curriculum, and so we focus not only on the cognitive skills, but social and emotional skills for children," Dr. Rosemarie Truglio, the VP of education and research for Sesame Workshop, said in an interview with WNYC in October. "We wanted to have a community show like this where we could model for parents tips -- so that we could model how you prepare for a storm and how you get through the storm with activities ... and keeping your child calm and safe."
The original special shows the residents of Sesame Street learning about hurricanes with the help of TV reporter Kermit the Frog and meteorologist Al Roker. Later the characters go about making preparations for the big storm and explain how certain tasks done ahead of the hurricane can help keep them safe.?
According to Entertainment Weekly, Friday's airing has been edited to exclude the preparation work. The tweaked special will take a look at the destruction of Big Bird's nest and his attempts to repair his home with the help of good pal Elmo. (The little red guy tried to comfort his young fans shortly after Sandy hit by speaking to his audience on WNYC.) Big Bird's friends will also be helping him deal with his emotions and offer whatever aid they can.

ScienceDaily (Nov. 6, 2012) ? A new study shows that defibrillators -- devices designed to detect and correct dangerous heart rhythms -- can help people with heart disease live longer, and with a much better quality of life, than they do now.
A small, very simple change in the way physicians set or programmed the device led to a dramatic 80 to 90 percent reduction in inappropriate therapies -- potentially painful and anxiety-provoking shocks delivered for rhythms that aren't dangerous or life threatening. And, to the authors' surprise, the new programming also significantly increased survival, lowering the risk of death by 55 percent compared to patients whose devices used traditional programming. This reduction is above and beyond the usual decrease in mortality associated with defibrillator therapy, leading to an overall 70 percent reduction in death.
The MADIT-RIT trial, published November 6 in the New England Journal of Medicine and presented at the American Heart Association's Scientific Sessions in Los Angeles, was led by Professor Arthur J. Moss, M.D., an expert in the treatment and prevention of cardiac arrhythmias and sudden cardiac death. Moss' team found that simply raising the heart rate at which the device is set to fire -- deliver therapy -- made all the difference.
"The way we've been using implantable defibrillators for the last 20 years has really been less than optimal," said Moss, longtime professor of Cardiology at the University of Rochester Medical Center. "The extent to which the new programming reduced death and inappropriate therapies was quite striking and has the potential to beneficially affect a wide spectrum of patients who are at risk for sudden death or rhythm disorders."
Implantable cardioverter defibrillators or ICDs constantly monitor the rate and rhythm of the heart and are supposed to deliver electrical shocks in response to very fast and potentially fatal heart rhythms. In 2002, Moss and the MADIT (Multicenter Automatic Defibrillator Implantation Trial) research group showed that ICDs are extremely effective in preventing death in patients at risk of irregular heart rhythms and sudden cardiac death, including individuals who've suffered a heart attack. The work changed medical guidelines nationwide, making thousands of heart attack survivors eligible for ICD therapy. Currently, around 200,000 ICDs are implanted in the U.S. every year.
But, according to a 2008 study in the Journal of the American College of Cardiology, approximately 20 to 25 percent of defibrillator therapy is inappropriate, meaning shocks are delivered in response to less dangerous rhythms that aren't likely to pose any immediate danger to patients. Such shocks are not only painful, but can take an emotional toll as well. Data from a 2002 trial comparing anti-arrhythmic drugs and defibrillators suggested that shocks are associated with reduced mental well-being. And a recent review of more than 45 studies found that such emotional distress is not uncommon, reporting that between 11 and 28 percent of ICD patients had some form of depression and between 11 and 26 percent had an anxiety disorder.
Moss' team conducted the MADIT-RIT (Reduce Inappropriate Therapy) trial, which was sponsored by Boston Scientific, to determine if different ways of setting the device -- a complex process performed by a heart rhythm specialist prior to device implantation in a patient's chest -- could reduce the occurrence of inappropriate therapy. Boston Scientific develops and markets medical devices, including ICDs and cardiac resynchronization therapy defibrillators or CRT-Ds.
From September 2009 through October 2011 the team enrolled 1,500 patients in 98 hospital centers in the United States, Canada, Europe, Israel, and Japan. All patients had heart disease and received a Boston Scientific ICD or CRT-D.
Currently, most defibrillators are set to initiate therapy when the heart rate exceeds around 170 beats per minute, but rates of 180 or 190 are not always dangerous, are usually short-lived, and could be related to increased activity or exercise. Unfortunately, Moss says, defibrillators aren't very good at differentiating benign from malignant rhythms in this "in-between" range.
Setting the device to fire at a higher rate of 200 beats per minute reduced the risk of experiencing a first inappropriate therapy by 79 percent compared to standard programming. Fewer shocks also corresponded with less energy delivered to the heart, which study authors believe contributed to the reduced risk of death.
"There is considerable research to suggest that there is a small amount of damage to the heart muscle with each delivered shock," added Moss. "If we can eliminate the unnecessary shocks, this is going to be associated with less heart damage and improved outcomes."
The MADIT-RIT trial is the first large-scale, randomized study designed to evaluate specific programming features to reduce inappropriate therapy in patients with ICDs. The trial's sponsor, Boston Scientific, was not involved in data collection or data analysis. Moss, who has led the MADIT trials since their inception in the 1990s, holds no stock in any device company, has never been a member of any corporate speakers bureau, and since Dec. 1, 2008, has chosen not to accept honoraria from Boston Scientific for any professional activity.
In addition to Moss, Wojciech Zareba, M.D., Ph.D., Mary Brown, David Huang, M.D., Helmut Klein, M.D., and Scott McNitt from the University of Rochester Medical Center participated in the research. Researchers and physicians from Henry Ford Hospital, Hospital of the Good Samaritan, Duke University Medical Center, Tufts-New England Medical Center, Columbia University, Institute for Clinical and Experimental Medicine, University of Iowa Health Care, Tokyo Women's Medical University, and Loyola University Medical Center also contributed to the research.
Moss, who's spent a large part of his career working to improve ICD therapy, concludes, "When the findings were first uncovered there was a sincere, general enthusiasm that we had finally come to improve the therapy we've been using for 20 years, and that we've made true progress in making ICD therapy safer, more effective, and more acceptable to patients."

Japan councils, particularly in Hokkaido, have passed laws that could make it more difficult for foreigners to buy land in the area. Other prefectures on the main island of Honshu are also considering doing the same.
This move was triggered after Chinese investors bought land in the forested mountains of Niseko, near a ski resort that was bought by Australians in 2004. Aside from Hokkaido, other prefectures including Saitama, Gunma, and Ibaraki have planned to release similar ordinances while Yamagata, Fukui, Nagano and Yamanashi are looking into creating their own regulations.
Chinese investment has been strong and stable in Japan. However, because of the current tensions over the Senkaku Islands, Japan decided to take precautions and enforce some rules over their lands. In Niigata, in western Honshu, China announced plans to build a consulate in the city, which was rejected consistently.
However, Hokkaido governor, Harumi Takahashi cleared that the laws forcing buyers of land particularly in river catchments to apply for permission were not only aimed at Chinese buyers or investors. If enforced, this will be applied to Japanese buyers as well. He adds that first and foremost, the ordinance will be enforced to protect and conserve water resources.
Reports say that the new ordinance is not a ban, but it requires the buyer and seller to inform the government three months before the sale including the details of their plan for the land. Same rules go for all watersheds, which makes up 70% of Hokkaido.
Though the criteria for judging the sale has yet to be made clear, governor Takahashi said that if governments won?t support the ordinance, the sale can still proceed but organizations and the prefecture will make the opposition public. Locals and opposition parties have also conducted investigations on foreign land purchases and found that 1039ha of forest have been bought by Chinese and Hong-Kong based entities. Because of this, locals and concerned citizens? support of creating the ordinance have grown stronger.
One of the recent cases is the purchase of 292ha of forest north of Hokkaido by a Hong Kong-based ?manufacturing tycoon which is reported to be possibly be turned into a ski or golf resort. Hokkaido MP Masaru Onadera, from the Obihiro area raised the issue in 2010. He stressed on his blog the need to protect Hokkaido lands at all costs. He also told ?The Australian? that Chinese buyers tended to on-sell the land they bought to compatriots, which leads to difficulty in discovering who the true owner of the land is. There were even reports that suggest that chinese investors use Japanese individuals or companies as fronts to invest. There was even a case stated in The Yomiuri Shimbun about a 40-year old Chinese investor who bought 14ha of land in Niseko, but used his Japanese real estate firm?s name, in fear of protests from locals.
Hokkaido is ?made up of untouched wilderness with a 5.5 million population. However, due to a fast growing aging population, owners of forested areas are considering to sell their properties as they are too old to harvest timber and develop the land.
